Job Description

About CEE:

The CEE Centre for Young Black Professionals (CEE) is a Toronto based non-profit serving Black youth (18 – 29 years old). CEE advances the economic and social development of Black youth facing multiple barriers to employment. We achieve career development and job readiness using holistic, person-centered and culturally relevant programs and services. Our vision is a society and economy in which Black youth achieve financial prosperity and a high quality of life for themselves and their families. We achieve this in collaboration with Black youth, their families, employers and the broader community.

Job Summary

Reporting to the Operations Director, the Program Manager is part of the CEE management team. The Program Manager works closely with the Executive Director and the Finance and Administration Manager to ensure that CEE’s programming is effective and supports the achievement of its strategic objectives. The Program Manager: manages the development, delivery and evaluation of CEE’s programs and events; develops and monitors program budgets; produces program reports; supports the development of proposals; and manages day to day relationships with CEE program delivery partners. The manager supervises and supports a small, multi-disciplinary program team who provides facilitation, coaching, employment services and social work supports to program participants.  The manager provides guidance and leadership to program staff in situations of conflict or emergency.

Responsibilities: 

Program Management

  • Manages all aspects of program planning and delivery
  • Oversees program design and development, in collaboration with Executive Director and program team
  • Creates a culture and practices that support resiliency among participants and staff
  • Manages program marketing/outreach and recruitment activities
  • Stays up to date on relevant research and program innovations/models in the employment and entrepreneurship sector for youth with barriers
  • Manages program budgets and monitors expenses
  • Prepares regular program reports
  • Manages data collection for program reporting and evaluation purposes
  • Oversees and manages program evaluation processes and incorporates learnings into program planning
  • Manages program quality assurance; addresses client complaints
  • Develops, implements and monitors program policies as required (e.g. safety, program dismissal, privacy, etc.)
  • Develops funding proposals in collaboration with the Executive Director

Staff Management and Support

  • Responsible for management of a small team: hiring, ongoing supervision and performance management of staff
  • Coordinates work of partner organization staff involved in program delivery
  • Supervises placement students and volunteers
  • Supports staff in addressing participant emergency or conflict situations
  • Manages program risks through policy and protocols, proactive planning, and emergency management
  • Plans and implements staff wellness and resiliency strategies to ensure staff support in a high needs environment
  • Creates and supports the development of a culturally competent team
  • Identifies staff training and development needs, creates training plans and procures/implements training support as required

Community/Partner Relations

  • Manages ongoing relationships with delivery partners
  • Develops new delivery partnerships as required, in collaboration with Executive Director
  • Identifies community resources and resource people to support program needs
  • Participates in community-level stakeholder meetings and consultations as assigned by Executive Director
  • Marketing the program to youth in specified priority neighbourhoods in the city of Toronto, which includes: flyer drops, social media promotions, gaining referrals from community partners, in community presentations and direct registration of participants
  • Screening all applicants for the program and holding interviews to select cohort members
  • Support the Program Coordinator in recruiting volunteers and facilitators needed for delivery of the program’s content
  • Work with the Program Coordinator to adapt the program curriculum to meet the needs of the cohort of participants, including designing new workshops and sessions when necessary
  • Work with CEE staff to deliver the program retreat
  • Insuring the program is accessible to youth who may face multiple barriers to participation (such as financial hardship, conflict with the law, being a young parent etc.)
  • Implementing weekly sessions of the program while supervising the work of volunteers and facilitators
  • Providing one-on-one coaching to participants
  • Supporting participants in their transition to self-employment, work or education following the program
  • Conducting ongoing data collection activities for the programs evaluation
  • Supporting youth in crisis:  work in tandem with the program Social Worker and Program Manager to help youth who may be facing a crisis situation
  • Supporting the Programs Coordinator in holding the program graduation 

Secondary Responsibilities: 

  • Program Redesign: Re-design of CEE core programs.
  • Community Engagement:  All members of the CEE team are expected to be accessible to community, be present at community events when required and serve as ambassadors for CEE.
  • Other tasks as assigned by Executive Director.

Qualifications:

  • At least 5 years of overall professional experience in community-based youth, employment/entrepreneurship or community development work
  •  3+ years of supervision experience in a related environment
  • Bachelor degree or post grad diploma in a relevant discipline (e.g. sociology, political science, social work) or equivalent education, training and experience
  • Direct experience in social service delivery to individuals facing multiple-barriers including: conflict with the law, substance abuse, mental health, insecure housing, trauma, childcare issues
  • A demonstrated understanding of issues, needs and realities of black youth in Toronto’s priority neighbourhoods
  • Cultural competence working in diverse Black communities
  • Significant experience managing risk, exercising judgment and supporting staff and clients in crisis situations in a complex, high needs environment
  • Strong demonstrated program and project management skills; excellent organizational skills
  • Experience implementing program data collection and evaluation processes.
  • Excellent interpersonal and team skills; demonstrated ability to manage, coach, and mentor staff
  • Excellent written and oral English communication skills
  • Proficiency in Microsoft Office programs
  • Resourcefulness, initiative and flexibility to function effectively as part of a small team
  • Integrity and ethics beyond reproach
  • Understanding of the values and mission of CEE
  • Knowledge and experience of working within an anti-oppression and anti-racist framework
  • Registration with the Ontario College of Social Work an asset.
  • Training and experience in conflict resolution and staff resiliency are assets
  • Access to a vehicle an asset
