Title: Job Developer

Salary: $55,000 – $60,000

Term: Full-Time; 1-year contract (opportunity for renewal)

CEE Centre for Young Black Professionals(CEE) is dedicated to addressing economic issues effecting Black youth. Our vision is to help Black youth who face multiple barriers achieve financial stability for themselves and their families, helping to strengthen the communities in which they live. Our mission is to increase economic opportunities for Black youth living in Toronto’s priority neighborhoods, supporting them in the areas of employability, social enterprise and entrepreneurship. CEE works to ensure that our programming reaches and is accessible to youth who face multiple barriers, such as: unemployment, underemployment, conflict with law, being young parents, poverty and lack of secondary or post-secondary education.

Main Purpose of the Job:

The Job Developer is a dedicated individual with knowledge of different career paths and experience in employment engagement and job development for youth. The Job Developer’s primary role will be conducting assessments, coaching and training in order to determine career and opportunities for program participants in addition to engaging and maintaining long-term partnership with employers to secure career development opportunities for Black youth CEE serves. Reporting to the Program Manager, the Job Developer will work within a fast-paced environment as part of Programs Delivery Team, integral part of CEE’s Programs Department.

Duties and Responsibilities:

Service Delivery and Case Management

  • Conducts participant case-management including needs and risk assessment, contracting, implementation and follow-up as it pertains to employment/vocational goals and other participant needs.
  • Identification and assessment of participants’ unique needs for job coaching and employment training.
  • Assist participants in the development of appropriate soft and technical skills required in the chosen industry.
  • Facilitate essential workplace skill development workshops
  • Support each youth in developing resume writing and preparing for interviews
  • Advocate for youth who may experience difficulties in securing career opportunities
  • Provide ongoing coaching/mentoring to youth who may encounter challenges in the workplace by utilizing conflict resolution and solution-focused approach
  • Document and maintain accurate records of clients’ progress.

Employer/Industry Partner Engagement

  • Actively engage and employers and seek out career opportunities for Black youth, including identifying, vetting and recruiting prospective employers in the industry aligned with CEE’s programs and participant’s interest
  • Liaise between participants, employers and CEE staff to identify and facilitate career opportunities in a timely manner
  • Stay up to date on relevant labor market information, talent demand and skills requirements in order to identify and build meaningful relationships with employers and industry partners.
  • Be aware of trends and emerging practice in the youth workforce development sector.
  • Proactively engage in CEE’s targeted industries including Entertainment (TV/Film), Hospitality, Social Service, Tech, etc., to lead business development opportunities
  • Maintain productive relationships with employer/industry partners, and create industry-specific career pathways and various opportunities for CEE youth, such as apprenticeship, internship, job shadowing, and/or work-based learnings


  • Provides documentation and handles confidential data in accordance with the CEE and funder’s standards.
  • Participates in the compilation of internal and external reports and statistical data.
  • Quality assurance with respect to assigned tasks to ensure compliance with program standards.
  • Ongoing portfolio including KPI management.
  • Other duties as assigned by the Program Manager in response to a rapidly changing environment.


Education and Experience

  • A thorough understanding of challenges, needs and realities of Black youth in Toronto’s priority neighborhoods
  • At least 2 years of professional experience working with Black/racialized youth, specifically employment coaching.
  • Direct experience in social service delivery to youth facing multiple- barriers including but not limited to: conflict with the law, substance abuse, mental health, insecure housing, trauma, childcare challenges, etc.
  • At least 1 year of demonstrated track record of job development experience and/or delivering and reporting on youth employment services/programs (i.e. employment counseling, job readiness programming, job coaching, etc.)
  • Understanding of employer outreach and engagement strategies combined with result-driven approach
  • Experience administering government wage subsidies considered a strong asset
  • Demonstrated initiative and problem solving, prioritizing skills to effectively facilitate job opportunities for youth in collaboration with multiple internal and external stakeholders
  • Solid administrative skills, including collecting quantitative and qualitative data in accordance with CEE and funder’s requirements
  • Experience in workshop design and facilitation.
  • Excellent communication skills, both oral and written.
  • Commitment to the values and mission of CEE.
  • Working knowledge Microsoft Office, Excel, Salesforce and related software an asset.
  • Access to a motor vehicle considered an asset.

  • Experience managing risk, exercising judgment and supporting youth in crisis situations in a complex, high-needs environment
